The only ones with significant cash are the Japanese and they are drowning in it. Too afraid to spend it they invest in US govt. securities. They have painted themselves into a corner with absurdly low interest rates in order to keep their currency depressed but to raise them now risks, they believe, further slowing of their economy.

The Japanese need to do something dramatic to kick start their economy, a manned mission to Mars or something.
