No; it's really about covering up your own confirming research, and conducting a PR campaign to pretend that nothing's amiss, and that your product is harmless. That's exactly what the tobacco companies did, altho they just kept to the confines of their labs and experimented on smoking dawgs, rather than experimenting with the entire planet.
