As I recall, it was the Republican isolationists in the Congress that refused to go to war. FDR wanted to go to war, but remember the Constitution says that only Congress can declare war. The bombing of Pearl Harbor gave FDR the political power to declare war.

FDR did everything within his executive power to aid Great Britain in their fight against Hitler. But he could only do so much. You should read up on this stuff before you post such things.
