There are two choices: win the 1237 outright or go to an open convention.
The Rules committee will be coming up with rules for this convention and it will be taken to the floor to be voted on/amended by the delegates. It will govern the RNC for the next 4 years, when a new set of rules will be drawn up for the 2020 convention.

There are no super delegates as there are with the Democrats. The number of delegates per state is determined by the Republican vote in 2012 in that state, plus congressional districts, etc.

Delegates are grass roots people. State committee and national committee persons get to that position by a lot of volunteering/door belling/phone banking.

The infamous Rule 40 pertained ONLY to the 2012 convention and put in place because of the Ron Paul delegates, who walked off the floor when it passed. It will not be there in 2016.

The important thing to remember is that the RNC chair and committee may run the convention but only the delegates vote and choose.
