A politico from NY State explained how it works there. It's more by Congressional
District than by the entire State. I'm sure Trump is upset that he doesn't get all the
delegates if he wins the popular vote for the entire State, but it really comes down
to a more local level. Trump must get 50%+1 vote in each Cong. District in NY to
get all the delegates. If he only gets 49%, but still wins, he gets 2 out of the 3 delegates
for that Cong. District, but the runner-up gets the 3rd delegate. Not wholly unfair since
the winner wasn't a majority winner. And it's certainly not a "winner take all" format
at the State level.

The winner at the State level does get 15-20 State delegates, but the remaining
delegates are determined as above.

There were other States, recently, with a similar format. Was it VA?
