Ellen obviously thought "partners in crime" was being used in it's non-literal sense, i.e. an expression. One I use all the time with my
co-workers, friends, etc

Given the context, I think Pugs meant it literally, and IMO Ellen repeated it literally, although hiding behind it's expressionability (new word).

Regardless, I've posted my thoughts on this already.
