Uh, no, but in 2016, Watts said they did. Also, in '99, they claimed '98 was warmer than '97. '97 went from warmest to off the "top 15 (or 16) warmest" list in 18 years. It's starting to look like Watts will be saying, "Yet in 2016, the claim for the “'warmest ever' GAT is different" a year from now, and he'll still be lying.

The largest anomaly occurred in 1998, making it the warmest year since widespread instrument records began in the late Nineteenth Century. The second warmest year was 1997, and seven of the ten warmest years have occurred in the 1990s.
