Brumar, allow me to play devil's advocate for a bit.

People who have criminal records often can't get jobs, not even at the local Walmart or McDonald's. As a result, they end up homeless and/or turning back to their life of crime.

It's hard for society to fight recidivism and prevent repeat offenders when it is unwilling to forgive and forget. Hence we need government to give these poor people jobs so that they have hope for the future.
