The employes are subsidized by the government but they get less welfare when they earn money, so Walmart's actions act to reduce the subsidy rather then increase it.

Also Walmart is not subsidized by welfare. Not even indirectly or effectively subsidized. They have to pay more for labor because welfare raises the reservation rate for low paid employees. If you can get some money for not working, and the amount you get is reduced as you make more, the benefit you receive from the compensation for your work is reduced, and your incentive to work for some relatively small amount of compensation is then also reduced.
