The Cheney 1% doctrine often doesn't make sense. If you have a cheap and easy and just solution, that wont' cause a lot of harm itself, then it does. If you have a messy and complex and expensive solution that might not help, might cause massive harm, and 99% chance (as per the doctrine) won't be necessary, then not so much.
