What is it with the Chip credit cards that make it so slow?

The only thing that I can imagine is that the information is encrypted and unencrypting is taking time or there is some sort of back and forth with the mother ship and communications is slow. What are they using in those card readers, Intel 8085's?

Or are my assumptions incorrect and something else is going on?
