What would make sense is for those who want to whip out their checkbook and buy it.

Those who want to "invest" in it should do so. There is nothing stopping them. Not an appropriate use of tax dollars when the country is dead broke already.

>> Make electric and hybrid vehicles tax deductible.

We've done that for years.

>> Make Federal land free for anyone to use for PV or wind projects.

Not a factor.
