"Clinton to Seek More Money to Help Pay for AIDS Drugs"

ÿÿÿÿ White House officials announced that President Clinton has
decided to seek significant increase in federal spending for HIV
treatments, including a 35 percent increase in spending for AIDS
drug-assistance programs. Officials report that Clinton will ask
for at least $385 million for such programs in the next fiscal
year, up from $285 million this year and $167 in 1996. According
to federal health officials, the decision reflects the
administration's recent willingness to address the concerns of
advocacy groups that focus on AIDS and gay rights. Although the
additional money is greatly needed, Daniel Zingale, the executive
director of advocacy group AIDS Actio, noted: "The AIDS
drug-assistance program is not a long-term solution and is not a
substitute for changes in Medicaid eligibility. It provides the
drugs, but not the basic health care and services that must
accompany the drugs to make them effective."
