Texas Fertilizer Plant Blast Ruled 'Criminal Act' The cause of the 2013 West, Texas fertilizer plant explosion has been ruled to be incendiary, according to The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). “This means this fire was a criminal act," ATF Special Agent in Charge Rob Elder said at a news conference. Federal and local officials announced the findings at the conference Friday. No arrests have been made in the case. ATF announced a reward of $50,000 for information leading to the arrest of anyone responsible for the fire, which led to the explosion.
