The transaction fee doesn't get shared with the telcos - they make their money on the CDPD wireless phone line. Having the merchants account for the tranz enabler also gives them leverage in the account to help lock up other wireless services. It's a neat benefit to be able to offer companies a "free" wireless terminal, lower transaction turn-around times and fewer problems found in land-lines with busy lines during critical seasons and shiopping periods. Merchants want to make money and they make more money if people don't have to wait in line (have you ever gotten frustrated by waiting in line and just decided "shove it the lines too long, I'll go to a different store down the street").
