Dave - There are multiple different issues here, but you have confused them. Korean investment is only one issue; upgrades is a completely different issue:

1) Will the Koreans cut capital spending for semiconductors? Almost certainly since they no longer have access to the capital.

2) Will the other DRAM manufacturers cut spending in simpathy with Korea? ;) Almost certainly not. As it says in your referenced article, the Koreans expect to lose market share as they cut capital spending (implying that other manufacturers will not cut spending).

3) Will the other DRAM manufacturers have to upgrade to continue to compete in a cost effective fashion? Yes. Micron Technology is ordering 0.25 micron equipment for just this purpose.

4) Will anyone build new DRAM factories before the price of DRAM's stabalizes? Probably not many, but manufacturers will probably upgrade as mentioned above.
