How do you calculate that NO FUEL COST, EVER is 'inefficient'? Beyond the fact that windmills only produce power when the wind is blowing, if they were "efficient", they would produce base load power 24/7, and wouldn't require duplicate carbon based and/or nuclear generated backup for when the wind doesn't blow, as well as the politically driven mandates and subsidies they enjoy, without which they wouldn't exist in the first place..
