Homogenization uses an algorithm to decide some data is bad and replace it with data from somewhere else that is deemed by the algorithm to be good. No human thought is involved after the algorithm is designed.

If the algorithm didn't shape the data in the way that fits better to models, it wouldn't have been used.

The fact is the raw data is the only data we have. If there are problems with it, there really is no good way to fix it.
