Why didn't they go for more if they need it?
Who knows why this company does anything that it does? We can only speculate. But I can think of a few possible reasons why they didn't go for more:

They couldn't. The subscribers were unwilling to throw more than the bare minimum in.

They didn't want to. The money raised was sufficient to keep the lights on for the rest of the year. Wait and see attitude ... the share price might be higher for the next go.

They were afraid to. A larger subscription/dilution has an even worse optic. Better to bleed by small cuts, rather than strike a major blow.

It wasn't necessary. The money is not for exploration. When more is needed for salaries, then the process can be repeated.

I believe the positive spin you are going for is that it wasn't necessary because a major deal is just around the corner (sale of an asset or a production decision). While possible, I suggest it's highly unlikely the company is simply buying itself a few months time to get over the hump before a deal is finalised. There is enough money to get us through the year already, without the subscription. If a deal was imminent, it would not be necessary to raise any cash at this time.
