I called Waterhouse, but the response was ambiguous. They keep saying my stock buying power is almost zero, and uses that to reject the orders, although I do have cash available to cover the buy order. I am also a Fidelity account holder, where most of my holdings/margin are, but they only approve me for level 1 so spread is out of the question.
