Depends on who you ask.
I arrived in Berlin the 1st time in fall of 1963 and was assigned to an A Team in the American sector for 3+ years. Kennedy was assassinated a few weeks after I arrived.
At that time the East German propaganda regarding the wall was it was being built (yes it was still being built then) To protect E Germany from westerners.

I went back to Berlin in Dec 69 and served 3+ more years there as an A Team CDR.
The wall especially in the French sector was still being built. The French sector was my new Team's AO for that tour.

During those 3 years the East propaganda didn't change much from the 1st tour. The purpose of the wall was to keep West Europeans and NATO country individuals from corrupting the East.

Went back to Berlin again in June 1977 for approx 31/2 more years. I commanded a different kind of unit for 18 months, was promoted to Major and had other interesting assignments.

Again, in those years the East propaganda was similar as before.

Retired from the Army on 1 March 82, but later in the late 80s and 90s went back to Berlin several more times on paid civilian enterprise efforts. By then the wall was down, and Berlin went straight down hill. I turned down the big job I was being recruited for.

Berlin has recovered some, but I think it will take a few more generations for Germany and Berlin to figure out how to survive long term or collapse. You see during the days of "The Wall", West Berlin imported many tens of thousands of Arab Muslims as guest workers (Gastarbeiter) and they are still there, but in much larger numbers today.

Perhaps a more direct answer to your question.
In addition to the above, I have always believed at least part of the purpose of the wall was to separate the East from the western free lifestyle.
