Chaz, I've looked on a few of the msft SI groups and
this appears to be the conversation closest to the point I'd
make, so correct me if it is in error or inadequate:

Offering a broken-only "uninstalled IE4" system is a blatant defiance of a simple request, there is no complication whatsoever in the "decoupling" except as the age-old shared .DLL problem.
IE4 uses .dll's to accomplish in functionality. .DLL's which will
likely be useful elsewhere. .dll's which are kept in the system-wide
universally used - every tom, dick, and harry can write here,
directory. An "uninstall" program for any application has to
account for the fact that the files it "added" may have already been
in this directory and it need not (and should not) remove them to de-install itself. Windows for years has this problem.
So the reason the OS breaks is IE4 uninstall says, "I'm taking my ball and bat and gloves and go home", thus deleting e.g. the file A6gyt89.dll which include the function (hypothetical) "move_block(from, to, count)" which the Excel writers have found to
be convenient (and a useful way to prevent Excel '99 from working under Windows '95).

That is the extent of the "mind-boggling inextricable link" of IE4
to the "OS", is it not? Or is there another technical explanation
of the linkage that is more forgiving to msft?
