IMO the FBI dropped the ball on this one and should be held responsible.
Which usually means a larger budget and a bigger mandate to violate civil liberties.

The truth is that there are tens of thousands of people out there who fit the profile of the Orlando shooter. Putting them all on surveillance is next to impossible without resorting to police-state powers.

Why else do you think the government tells us, "If you see something, say something"?
