In Texas, maybe not. Droughts, interspersed with raging floods has been the pattern for centuries. Global warming will no doubt make the pattern more extreme, but that has been the pattern.

A couple of years ago, we had extreme drought across the state. This year, not so much. Some areas have had more than 120" since the first of the year. If we get a hurricane or two, well...
