I would think much of the Volume is people trading in their holdings for the same 12 cent shares that carry a warrant. after 4 month hold period they can sell off the main shares and still hold the same amount in warrants for 2 years without any capital outlay. Should the price rise or there is a buyout within that time they can exercise or just sell off the warrants. In the worse case scenario they are no worse off than they would be continuing to hold the shares they have at present.
If they keep the new shares plus the warrants and the price rises for any reason then the holders reap any profit above exercise price.
I do not hold CUU, But if I did, I would definitely sell off current shares to participate in the offering. It is rather a no brainer. If price does not rise or falls simply let the warrants expire they cost you nothing. There is every thing to gain and basically nothing to loose except trading fees.
That's how I see it.
