California, like many states doesn't include their pension obligations economic mix. Many states are like that and the pension obligations are like an elephant in the room that they ignore. I don't know where GB or other countries sit with their pension obligations. The Federal governments just print more money to cover it. The states cannot print money. Their pensions are the safest ...so far.
