According to at least one account, Comey sat privately with Bush and convinced him within minutes. Even though I supported EITs, I was impressed when I read this account. But I think he'll be outspoken about the wrong doing -- more than the IG was -- even if they don't recommend prosecution. I don't think he is deeply partisan enough to allow it to influence him professionally.
