Wait, California? Wasn't it the poster child for states on the edge of bankruptcy? Weren't we promised that the Feds would be bailing them out at any moment? That California could learn lessons in fiscal responsibility from those paragons of virtue, Kansas, Louisiana, Wisconsin and Oklahoma?
