I agree it was probably not intentional....she's too dumb for that. But, how can it not be "grossly negligent?"
Oh, it was intentional all right. She had to go out of her way to set up the private server and keep the knowledge of it hidden from the public eye.

She probably didn't intend on classified info being passed through the system, but that doesn't matter. Intentions or not, she was indeed grossly negligent.

The only way this report would "boggle the mind" is if you took it at face value.
