No he didn't, Steve. He said that while she might have been careless, there was no evidence that would warrant filing charges. As to your conspiracy theories, good point. I mean, for them to work, the Clintons had people killed for being in the same town they were within days of their presence. Who wouldn't be afraid of people like that? They scared off enough people that it has been decades and still the only people who are brave enough to mention it are some wingnut bloggers working out of their parents basements... But hey, I am sure it is totally true.
