His conclusions are full of weasel words. Even then, he admits there is nothing criminal. Note he doesn't provide any examples of people "subject to security or administrative sanctions" for doing such things. It is one thing to make a claim. But if it isn't back by actual facts, it is meaningless.

Now, as to the rest of your post. Note that the people you talk about all took information that was classified at various levels and knowingly transmitted them to someone else who was not authorized to view said information and/or removed them from a secure location.

Rightly or wrongly that is illegal. It is specifically mention in the pertinent laws. That never happened with Clinton or her staffers. Hence the lack of charges.

There is no double standard here. There is a lot of handwaving and claims, but no substance.
