A right to? In a sense yes. But when facing nuclear threats such concerns are often secondary. Turkey also had the right to be the base of US nuclear missiles, but since the Cuban based missiles where intolerable to the US, we negotiated away their closest equivalent. The US was in a position to put pressure on Cuba, and to a much lesser extent Russia, but not to simply dictate terms.

In any case there is a big difference between a modest conventional force, and setting up nuclear missiles.
