They're based on the Unicode characters sets, which have been updated in the last few years to include emojis. That's why Windows 10 computers can see them, but older OSes like Windows XP and OS X Snow Leopard cannot.

My iMac can't see some of the newest emojis Apple has included in the latest version of iOS because I'm still running OS X 10.10 Yosemite (the latest is 10.11 El Capitan, and 10.12 will be out in the fall).
