Thanks for the suggestions and the resources!!

Isn't it interesting how we learn things indirectly or by accident sometimes?

Indeed my utility program does allow me to undo what it's done. I did that but nothing changed. So I looked into a system recovery where I just recover system files that had been changed recently rather than a full reset. It failed too, 8 times I think, but the error message always said it couldn't access a file and most likely because of my anti-virus software, which I eventually completely disabled. After all the failures I was exasperated but I thought I would just try the internet in case something had changed... and it worked!!!

Then I went about turning all the aspects of my antivirus program back on and the internet didn't work again. So I turned on each module one at a time and determined that the firewall is causing the problem. I'm using Bitdefender Internet Security. I don't think the problem is Bitdefender in general terms because I'm using it on 2 Windows 10 laptops and a Windows 7 desktop and neither the other laptop nor the desktop have a problem. I'm going to uninstall and reinstall Bitdefender on the laptop and hope that solves the problem.

I never would have guessed this was the problem and I'm still wondering whether Advanced System Optimizer did something that caused it or whether it was just coincidental and my installation of Bitdefender had its own issue.

Thanks for helping me find the problem and hopefully it will be fixed soon!
