Unfortunately, the answer is 'yes'. Look at what happened in South Carolina a couple of years ago. A policeman pulled up behind a guy at a convenience store. He asked him for his license. The guy reached into his truck to get his license and the cop shot him 4 times. The cop claimed the black guy dove into his truck and jumped out. The cop's dash cam didn't agree with that claim. The cop is now facing 20 years...

At least some cops are afraid of black guys. And interpret their actions as menacing, even when there is no menace in evidence. So yeah, if you are a black male, the odds of being shot by a police officer at a traffic stop is a lot higher than if you are white. It is just a fact.
