The USA has enabled coups galore. I'm sure that Russia is capable of the same though with much more limited cash available, they can't do such a global job of it, with military hardware flowing like the Amazon to back it up. But in their local bailiwick such as Georgia, Ukraine, Syria, Afghanistan, and Turkey they can make a few moves.
There really are conspiracies Lindy. Unfortunately, due to klutzability, most things people try, including conspiracies and coups, have defects, or even just bad luck or entropy, sufficient to spazz them.
Chemtrails for example. I personally was considering [in BP Oil International in 1986] chemtrails to solve the supposed ozone problem. It was just idle thinking but it seemed reasonable to ask a chemist whether some catalyst could be included in jet fuel to catalyze ozone formation. Another possibility was to use very high sulphur fuels to load the atmosphere way up high with greenhouse effect destroying light interception sulphates. Sulphur is unfortunately heavy compared with jet fuel per calorie produced, so it might not be much use. It burns well in turbines without damaging them [as the dew point is not reached] and is used to generate electricity in fertilizer factories and the exhaust gas is used to produce sulphuric acid for the fertilizer production process. I was conspiring to produce chemtrails, but did not do so.
I would not bet that Putin made idle threats.
