Hastings and Netflix never give "guidance" that way; they share their internal forecast (not guidance).

It's similar to what Tesla does, giving the forecast they want their suppliers and employees to work to reach. Some would call it "stretch guidance".

For some companies it also meshes with need for liquidity or financing.

Here's the wording from today's letter, which is about the same as in previous quarters (see page 2 of 13):

As a reminder, the quarterly guidance we provide is our actual internal forecast at the time we report and our goal is to be accurate, not conservative. Therefore, in some quarters, we may come in high versus our forecast and, in other quarters, we may come in low.
