It depends. The American usage is called the short scale. This is becoming the most common usage, Britain changed in the mid-1970s for example. Oddly enough, the terms 'short scale' and 'long scale' were coined about the same time. Given how ubiquitous English is, I suspect that the short scale dominates with younger people.

At this point in time, long scale is pretty much restricted to Europe, Mexico and Central America and parts of South America and Africa. Some countries use both or some mixture of both.

Long scale is clumsy and not particularly logical.
