Hmmmmm let's see. I think I can put it together (given your clue) quite easily. The overseas company that was going to invest $5 million in MVPH, changed their minds and decided to invest it in RMIL.

That combined with the fact that RMCW believes it has ownership worth of $14,000,000 in MVPH stock (which they disagree on. and why not? RMIL got the $5 million that they were going to get) would naturally have MVPH extremly ticked off. So ticked off, that they would complain to the SEC. Even though RMCW/RMIL/Puhr/etc. did nothing wrong and everything was legal.

Add in Mike Kugler's open admission of complaining to the SEC + Mork & Co. + a huge illegal short posistion, and no wonder there is an investigation/trading halt.
