By your logic, that requirement is "racist" because it disproportionately excludes African-Americans from getting good jobs in high tech. Therefore we should just do away with that requirement and say that anyone who can do the job is eligible to apply.

I don't think the requirement is racist at all...nor does it exclude anyone from job openings...the outcome of these recruiting efforts are merely a point of affirmative action policies on the part of a company. When I worked at IBM we had similar requirements when hiring technical professionals, but, as managers, we were required to seek out representation in the candidate pool closely matching the demographic makeup of the US, if hiring professional employees, and local geography, if hiring technicians....and we worked hard with human resources to achieve that goal. After that was done, the best candidate was selected regardless of race, gender, etc...

I am struggling to see what this has to do with the subject of prior posts other than it seems to suggest or ascribe to me views I don't share....particularly when you say the following:
