actually it's because the repugnuts want to load up the zika funding bill with all other stuff that's not related nothing new for them, it's called holding the funding hostage... same thing when they like to shut down the govt when they can't get everything they want but you go on repeating your talking points like a good little jack-booted brainwashed cult member
