Tax cuts aren't spending to account for any debt at all.

Don't be a moron, Tim. No, they are not spending. But they do contribute to debt because it reduces the country's ability to cover expenses. When you do like Reagan and Bush the Lesser and cut taxes while greatly increasing spending, you run up the debt. And both things contribute, as anyone who lives in the real world would acknowledge.
