Maybe I am unnecessarily critical of banks, but I think Graham was too. I seem to recall him describing them as primarily speculative in nature and not suited for the defensive non-professional investor.
Please check your source for this description/opinion by Graham of banks. It isn't from Intelligent Investor, wherein he counsels that "the same arithmetical standards for price in relation to earnings and book value be applied to the choice of companies in these groups (banks, insurance companies, savings & loan companies, mortgage companies, 'investment companies' (e.g. mutual funds)) as we have suggested for industrial and public-utility companies."
