Users Wait For Mature Layer 3 Switching Gear techweb.cmp.com At the same time, more ATM is going into corporate backbones, so many users are forgoing Layer 3 switches in favor of Multiprotocol over ATM. MPOA also routes at high speeds by cutting IP data flows through the network at the ATM switching layer. --- Also heard on CNBC the other day that Europe is deregulating the TELCO's.
