The budget is largely on auto pilot. The R Congress made the disaster a bit smaller.

The changes needed to really change the mess may not be possible. Here we are in "boom times" and next years deficit will be +$500Bs. New programs requiring big spending are lunacy - until the existing deficit is dealt with.

Trump is no hero on this issue.
