I agree with some things here. A couple major points that may impact the conclusions though:
(1) Forward PEs were NEVER used by Graham
(2) The S&P book value per share has nothing to do with the valuation of the market. The S&P Price/ Book might be useful, but the S&P/ Tang Book would be far more so:
