I don't think Black lives matter very much to Demonrats. After all they promote millions of abortions among the poor blacks to keep their population down.
I think the Demonrats want to keep their welfare roles at a manageable level. If the welfare roles become unmanageable they may have to cut benefits and that might cause a revolt in their black voting block.
For the Demonrats it is all about managing the black plantation vote.
Maybe one of these days black Americans will realize how used and abused they are. Then maybe at last they will find freedom.
