Except that there is no evidence he actually said that. The claim is made in a book that was printed in 1995. It has never been corroborated by anyone. Including the two governors. Check your buddies 'Snoopy' - which you obviously just did to get some mental or hopefully more than that support :) That's exactly the Snoopes reaction: "No evidence". Which by itself to 99% equals a "Correct" from this leftist organization. You bet he did say that. No dummy that LBJ, he knew his ways, straight and certainly not crooked by any means!
