Hotmail does make an effort to control it and apparently has been reasonably successful from my experience.

Perhaps what I'll do is make a logfile. Then, if I've not gotten spam for over a week from a blocked site, I'll unblock it.

Note that the largest reason by far I get spam is because I frequently post to usenet. If somebody doesn't post to usenet, they'll be much less likely to get spam. I've mitigated this somewhat by adding a 'X-No-Archive: Yes' header to all my nntp communication, and this prevents email address gathering via places like deja news.

By filtering out Hotmail, you may be filtering out attempts by your Aunt "Tillie" to email you.

I've considered this, but I'm not worried, as all my relatives and friends with access to email use ISPs. Also, if your email to me is rejected, it will bounce back to you, and if you really want to get ahold of me then, you'll call, page, fax, or whatever.
