I remember that TI had a research grant to make little spherical solar cells. They were made with concentric layers and had one hemisphere etched away to expose the junction. You put them in water, shine sunlight on them and they produced hydrogen gas.

The grant was killed under Reagan.

We could really use that technology now.

Research in general took a major hit under Reagan. I was working in a neurophysiology lab during those years. Soon after Reagan was elected, all NIH grants were cut off for several years. No grad students were funded, either. Any ongoing research was stopped, ruining no telling how many lines of research as equipment had to go into storage or sold for pennies on the dollar.

I didn't like Reagan much before he was elected. Even less afterwards. I found it sort of ironic that he came down with Alzheimer's. Maybe one of those research programs could have come up with a treatment if it hadn't of been shutdown when it was. Maybe one of those grad students who had their career interrupted or truncated would have found the key to it.

No way to know, now.
